Historic Facade Improvement Program 

 

Preserving the Past.  Preparing for the Future.

In Luverne, Minnesota, modern opportunities meet yesterday’s valued traditions. With a focus on the future, we have a vision to restore the historical charm of buildings and structures on Main Street through the Downtown Historic Façade Improvement Program.

To support the revitalization of Main Street and downtown Luverne, the city has created a program to encourage businesses to make history again, restoring buildings as closely as possible to their historic appearance from 1878-1948. 

The Historic Facade Improvement Program offers FREE technical assistance for architectural design services as well as financial assistance in the form of loans and grants.  As a part of this program, owners can drastically reduce the cost restoring a building to its historic appearance with funding assistance as follows:

 

 

  •  35% low interest loan
  • 35% grant
  • 30% owner contribution                    

 

Funding provided through the program can be used for:

          • Facade materials
          • Facade construction                   
          • Awnings
          • Signage
          • Lighting

 

In addition, the city will cover architectural costs for a professional design proposal to ensure projects align with the goal of a historic Main Street.

 

READY TO APPLY?  Here's the Process:

APPLY by contacting the Economic Development Authority (EDA) to evaluate your storefront including construction materials, features, design elements and historic photos. A $100 application fee applies. Application is at the bottom of this page.


RECEIVE an architectural drawing/plan and cost estimate for the proposed design from a historic architect at NO COST to you.


SELECT a contractor for your project and get a bid/estimate.


SUBMIT your final application, proposal and cost estimate for review by the EDA/HPC.


APPROVAL for funding is received from the EDA..


BUILD the historic facade as approved.


FUNDS are distributed after cost invoices are provided and approved.
 

 


With a focus on keeping our city vital and growing, we can preserve our history and protect our culture in the following ways:

  • Reinvest in older, historic community spaces to create a sense of place.
  • Retrofit older buildings that were erected prior to 1960 because they were built to last and are green and energy efficient.
  • Respect older buildings and take initiative to take care of them.
  • Preservation can act as a catalyst for revitalization and renewal, creating attractive, exciting, thriving neighborhoods, community spaces and Main Street.

 

Revitalization is key to preserving the charm of our city by promoting its unique culture, identity and sense of place. It promotes a wider diversity, allowing old and new to coexist successfully, and attracts residents and visitors to the downtown area to patronize businesses and build community.
