Peddlers, Solicitors, and Transient Merchant Licenses

Who needs a Solicitor's License?

A solicitor's license issued by the City of Luverne is required in order to go door-to-door selling products or services within the city limits of Luverne. Peddlers and Solicitors must have the City issued license with them at all times.

Rules & Regulations

  • Licenses are issued per individual, not per business or organization.
  • Peddlers and solicitors may only approach the front door or main entrance of a residence or place of business and must abide by posted "No Soliciting" signs.
  • Peddlers and solicitors must carry the City issued license with them at all times and citizens may request to see it. 
  • A license from any other city/state/county is not valid in the City of Luverne.
  • Peddling or soliciting may not occur before 8 am or after 8 pm.
  • Peddlers or solicitors must not remain on the property of another when requested to leave.

 

 

Exemptions

Licenses are not required for: 

  • anyone selling goods at wholesale to a retail seller of the items being sold by the wholesaler
  • anyone selling products of a farm or garden occupied and cultivated by the seller
  • anyone working to establish a regular customer delivery route for perishable food and dairy products, such as baked goods or milk
  • anyone delivering newspapers or similar publications on an established customer delivery route
  • anyone age 17 and under participating in fundraising programs for, or sponsored by, a public or private school or organization.

 

 

To Apply

  • Each individual must complete the application below.
  • Do not leave any lines blank. If a question does not apply, enter "N/A". 
  • All applicants must have a current government issued identification card or driver's license. A color photocopy must be included with the application
  • Applications must be signed. By signing the application, you are agreeing to have a background check completed by the Rock County Sheriff's office.
  • The application will be denied if it contains any falsification of answers or if it's not completed in its entirety.

Once the application is received, it may take up to 48 hours to process and obtain the background check information.
